Guwahati: The budget session of the 16th Assam Legislative Assembly begins on Monday, with the House scheduled to assemble at 9:30 am for the first day’s proceedings.
The session is expected to focus on a wide range of legislative proposals and key financial decisions. A major highlight will be the presentation of the Assam Budget for 2026-27 by Finance Minister Jayanta Malla Baruah on July 10.
Apart from the budget, the government is expected to introduce several bills that received cabinet approval recently. The proposed legislations cover areas including tourism, business reforms, urban development, land administration and support for small enterprises.
Among the measures to be tabled is the Assam Tourism (Amendment) Bill, 2026, aimed at strengthening the state’s tourism framework. The Assam Shops and Establishments (Amendment) Bill, 2026 will also be introduced to revise existing provisions governing commercial establishments and workplaces.
The House is also expected to take up the Assam Micro, Small and Medium Enterprises (MSME) Bill, 2026, which seeks to promote entrepreneurship and facilitate the growth of small businesses across the state.
Another important proposal is the Assam Ease of Doing Business (Amendment) Bill, 2026, intended to streamline regulatory processes and create a more business-friendly environment.
The legislative agenda further includes the Assam Public Trust Bill, 2026, which proposes a legal framework for the administration and governance of public trusts.
In the urban development sector, the government will introduce the Guwahati Satellite Town Development Bill, 2026, aimed at supporting planned expansion around the state’s largest city and easing pressure on existing urban infrastructure.
The session will also see the introduction of the Assam Land and Revenue Regulation (Amendment) Bill, 2026, which proposes revisions to the state’s land and revenue laws.
The budget session is expected to witness extensive discussions on these bills, along with debates on the state’s financial roadmap and other key policy matters.
