Guwahati: Bodoland Territorial Council (BTC) Chief Hagrama Mohilary on Tuesday presented a Budget of Rs 1,58,831.32 lakh for the 2026-27 financial year, outlining major investments in education, infrastructure and public welfare.
Mohilary, who also heads the BTC Finance Department, tabled the Budget on the opening day of the two-day Budget Session of the BTC Legislative Council, which is being held on July 29 and 30.
A significant portion of the budget, Rs 90,000 lakh, has been allocated under the Consolidated State-Owned Priority Development (SOPD) Grant. The financial plan also sets aside Rs 20,000 lakh for infrastructure projects, creation of capital assets, and implementation of the Bodoland Territorial Region Accord.
To support Centrally Sponsored Schemes, the BTC has earmarked Rs 20,000 lakh as special assistance. In addition, Rs 9,757.25 lakh has been provided as an infrastructure grant.
The Budget further allocates Rs 2,530.22 lakh towards administrative expenses and Rs 2,794.44 lakh as a special grant. It also proposes Rs 1,000 lakh as ex gratia assistance for martyrs and another Rs 1,000 lakh for constructing a BTC Guest House in Chennai.
Mohilary also placed before the Council the estimated receipts and expenditure under the BTC’s Normal Budget, which is funded through its own revenue sources. Revenue receipts for 2026–27 are projected at Rs 9,131.42 lakh, while expenditure is estimated at Rs 16,285.94 lakh, leaving an anticipated fiscal deficit of Rs 7,154.47 lakh.
The funds received under the SOPD-G component will be distributed among various BTC departments in line with the Annual Operating Plan (AOP) for the financial year.
Speaking to reporters after the Budget presentation, BTC Executive Member Derhasat Basumatary said the financial plan prioritises public welfare and long-term development, with particular attention to improving the education sector alongside balanced growth across the Bodoland Territorial Region.
During the Question Hour, BTC Executive Member for Education Rabiram Narzary informed the Council that the Bodofa Super-50 Mission will be rebranded as the UN Brahma Free UPSC, APSC, NEET and JEE Coaching Programme.
Replying to a question raised by MCLA Daobaisa Boro, Narzary said the revamped coaching initiative would expand its intake considerably, allowing far more students to benefit than the existing limit of 50 candidates.
