Imphal: Chaired by Chief Minister Yumnam Khemchand Singh on August 21, the Manipur Cabinet approved a major policy package.

The decisions include 1,882 new teaching posts, a special recruitment policy for athletes, a 20% quota for ex-Agniveers, digital treasury reforms and urban land-use amendments.

The Cabinet cleared 1,882 positions, including 742 contract posts under Samagra Shiksha and 1,140 contractual pre-primary teacher posts. It also approved a 20% horizontal reservation for state ex-Agniveers in Group C categories across the Forest, Fire Service and Prison/Correctional Services departments.

The Cabinet also approved the Manipur Outstanding Sportspersons (Special Appointment) Policy, 2026, which provides for direct appointment to Group A posts in the Police and Youth Affairs & Sports departments based on sporting achievements.

The Cabinet approved the extension of the New Development Bank-backed Imphal Phase-II Integrated Sewerage System project by two years, setting a new completion target of January 8, 2029.

It also amended the Manipur Conservation of Paddy Land and Wetland Act, 2014, to permit land-use changes within notified Master Plan zones, provided non-agricultural plans conform to designated layouts.

On governance and legislative matters, the Cabinet approved the Manipur Treasury Rules (MTR), 2026, shifting local processes towards digital workflows and automated electronic payments while retaining core Central Treasury provisions.

Finally, the Cabinet approved the Manipur Fire and Emergency Service Bill, 2026, based on Union Home Ministry templates, and referred it for consideration during the upcoming Assembly session.
