Dibrugarh: The Dibrugarh district administration has ordered the relocation of the Bus and Traveller Stand to the Murlidhar Jalan Bus Terminus (MJBT) from June 19, 2026, as part of measures to ease traffic congestion and improve road safety amid ongoing and upcoming infrastructure projects in the city.

Under the new arrangement, buses will not be allowed to operate beyond MJBT, though school and college buses have been exempted from the restriction.

The order, issued by the Office of the District Commissioner, follows concerns raised by the Public Works Roads Department (PWRD) over the proposed construction of the Amulapatty Flyover. The department warned that the project could worsen traffic congestion during the construction phase and increase the risk of road accidents. It also noted that the planned service roads would be suitable only for light motor vehicles and two-wheelers, prompting a request to restrict the movement of heavy vehicles within the city.

The administration also cited the ongoing construction of the Mancotta Road Railway Over Bridge (ROB), which has already constrained the movement of heavy vehicles into and out of Dibrugarh.

The decision was taken at a meeting of the Regional Transport Authority (RTA), Dibrugarh, on June 10. The meeting reviewed the implementation of Supreme Court directives on road safety, the traffic situation arising from the ROB construction and the proposed flyover project at Amulapatty. Members unanimously agreed that the movement of buses and travellers within the city should be regulated in the interest of public safety and traffic management.

According to the order, existing bus stops within the city are located along the State Highway (Old NH-37) and lack dedicated parking or terminal space beyond the carriageway, contributing to traffic congestion and safety concerns.

A joint team comprising the Dibrugarh Municipal Corporation, District Transport Office and the Traffic Branch of Dibrugarh Police has been tasked with assessing preparedness and ensuring a smooth transition to the new terminus.

The Dibrugarh Traffic Police will issue a route map and traffic advisory for buses and travellers, while the District Transport Officer has been directed to facilitate feeder transport services connecting passengers to and from MJBT.

The Dibrugarh Traffic Police and the District Transport Officer have also been instructed to ensure strict enforcement of the new regulations.

The order states that violations of the directions will be punishable under Section 223 of the Bharatiya Nyaya Sanhita (BNS).
