Guwahati: The Assam government has unveiled the fourth phase of its flagship land reform programme, Mission Basundhara 4.0, aimed at strengthening land governance, expanding ownership rights and upgrading land record management across the state.
The new phase of the initiative will be launched on December 25, 2026, on the occasion of National Good Governance Day, according to the state government.
Officials said earlier phases of Mission Basundhara have benefited over 3.56 lakh families, with land rights granted for more than 4.53 lakh bighas of land. Building on these efforts, the latest phase will focus on wider digitisation and improving access to land-related services.
A key component of Mission Basundhara 4.0 will be the Digital Char Area Survey, which aims to improve land mapping and maintain accurate records in Assamโs riverine areas. The survey is expected to help address long-standing challenges related to land identification and documentation in char regions.
The government has also highlighted plans to resolve land-related concerns of various indigenous communities, including the Moran, Matak, Ahom, Chutia and Koch Rajbongshi communities, along with people from the Barak Valley and other groups.
Under the new initiative, Assam will introduce smart land records through digital platforms such as Project Jorip, MATI and ASOM to make land administration more transparent, accessible and efficient.
The government further stated that Mission Basundhara 4.0 will simplify land approval procedures for MSMEs and Khadi-based projects by reducing delays in land allotment and supporting entrepreneurship and industrial development.
Through technology-based reforms and improved service delivery, the latest phase of Mission Basundhara is expected to enhance land management systems and promote inclusive growth across Assam.
