Imphal: Manipur Chief Minister Yumnam Khemchand Singh on Monday said the Government of India has extended a special financial package of Rs 2,198 crore to support the state in prepaying high-interest loans, meeting security-related expenditures, covering central paramilitary force deployment charges, and assisting in the rehabilitation of internally displaced persons (IDPs).

Speaking during the discussion on the Governorโ€™s Address in the seventh session of the 12th Manipur Legislative Assembly, the Chief Minister said around 288 companies of central security forces are currently deployed in the state to maintain peace and stability.

Singh, who is also the Leader of the House, said the assistance from the Centre has strengthened the state Governmentโ€™s rehabilitation initiatives while ensuring that development expenditure is not affected by rising revenue commitments. He added that the Central Government has assured continued financial support to Manipur in the 2026โ€“27 financial year as the state moves toward peace and economic recovery.

Highlighting the Governmentโ€™s priorities, the Chief Minister said the immediate focus is on accelerating the rehabilitation and resettlement of internally displaced persons. He said the Centre has extended support for the construction of permanent houses, compensation for loss of personal belongings and movable assets, and assistance for repairing partially damaged homes.

An allocation of Rs 734 crore has been earmarked in the State Budget for 2026โ€“27 to support the rehabilitation and resettlement of displaced persons, he said.

Responding to concerns over the return of displaced families, Singh said people from both the valley and hill regions have expressed willingness to return to their homes. He, however, acknowledged that rebuilding trust between communities remains a major challenge. The Chief Minister expressed optimism that confidence among communities is gradually improving, citing recent instances of inter-community engagement as positive developments.

Later, the House adopted the Motion of Thanks on the Governorโ€™s Address. The motion was moved by Home Affairs and Youth Affairs & Sports Minister Konthoujam Govindas Singh and seconded by Deputy Chief Minister Losii Dikho.

Moving the motion, Govindas Singh expressed gratitude to the Governor for the address delivered to the House on February 5, stating that it outlined the Governmentโ€™s policies, programmes, and development priorities across sectors.

Seconding the motion, the Deputy Chief Minister said the Governorโ€™s Address reflected the Governmentโ€™s commitment to ensuring peace, stability, and inclusive development in the state. He urged members of the House to extend their support to the Motion of Thanks.
