Guwahati: The Sikkim government on Monday introduced six Bills in the State Assembly on the first day of the four-day Budget session, covering healthcare, higher education, skill development and regulatory reforms.
Ayush Minister G.T. Dhungel tabled the Sikkim Medical Council for Indian System of Medicine Bill, 2026, which proposes the creation of a statutory council to regulate practitioners of Ayurveda, Yoga and Naturopathy, Unani, Siddha, Sowa Rigpa and Homoeopathy across the state.
Education Minister Raju Basnet presented two amendment Bills. The Sikkim Private Universities (Establishment and Regulation) (Amendment) Bill, 2026 seeks to revise provisions of the 2025 law governing private universities, while the Board of Open Schooling and Skill Education Sikkim (Amendment) Bill, 2026 aims to strengthen regulatory mechanisms and bring the framework in line with the National Education Policy (NEP).
Basnet also introduced the Board of Open Schooling and Vocational Education, Sikkim Bill, 2026, which provides for the establishment of a private open schooling board in the state to expand alternative education opportunities.
Chief Minister Prem Singh Tamang tabled the National Council for Skill Education, Sikkim (Repealing) Bill, 2026, proposing the repeal of the legislation enacted in 2023 relating to skill education.
He also introduced the Sikkim Fire and Emergency Services (Amendment) Bill, 2026, which seeks to decriminalise minor regulatory violations, reduce compliance burdens and improve the ease of doing business.
All six Bills are scheduled to be taken up for debate and voting during the remaining three days of the Budget session.
