Dibrugarh: The Dosing Kumku Clean & Green Village Mission was launched on Saturday at Dosing Village under Boleng Circle in Arunachal Pradesh to promote scientific waste management, environmental conservation and sustainable rural development through community participation.
The initiative is being implemented by the Office of the Member-Secretary (PR), Boleng, with support from the Pakke Declaration Secretariat Cell under the Department of Environment, Forests and Climate Change, Government of Arunachal Pradesh.
The inaugural programme was attended by Kali Mara, Circle Officer, Boleng; Niyang Pertin, APCS, Member-Secretary (PR), Boleng; members of the Dosing Social Welfare Society (DSWS), Gaon Burahs, PRI representatives, Self-Help Group (SHG) members, youth representatives and villagers.
A Mission Committee was constituted to oversee the planning, implementation and monitoring of all activities under the initiative.
Following the launch, villagers participated in a community cleanliness drive, cleaning public spaces, roadside drains and common areas.
The mission aims to implement the objectives of the Pakke Declaration, 2047, at the village level while promoting the Solid Waste Management Rules, 2026, through scientific waste management and community participation.
The Pakke Declaration, adopted by the Arunachal Pradesh government, outlines a roadmap for climate resilience and sustainable development through coordinated government and community action.
It focuses on five areas, environment, climate-resilient growth, health and wellbeing, sustainable living, and collaborative action.
Officials said the mission seeks to address challenges such as plastic waste disposal, open roadside drains, the absence of household and community dustbins, stray livestock and the need for greater environmental awareness.
As part of the initiative, the district administration has prohibited the free movement of stray livestock within the village. The Mission Committee will work with village institutions to implement the directive.
An exposure visit to Pangin Clean Model Village has also been planned to help village representatives learn from successful community-led sanitation initiatives.
The mission will include the installation of bamboo dustbins in households, waste segregation at source, scientific management of plastic waste, plantation drives, environmental awareness campaigns and convergence of government schemes.
The Office of the Member-Secretary (PR), Boleng, has also proposed an Integrated Livelihood, Sustainable Mobility and Waste Management Initiative, which includes the phased introduction of a dual-purpose electric rickshaw for plastic waste collection and rural transport.
Officials said the initiative is intended to serve as a community-driven model for sustainable rural development by combining environmental conservation, climate resilience, livelihood generation and public participation.
