Imphal: A coalition of 29 civil society organisations (CSOs) in Manipur has called on the Centre and the state government to revoke the Suspension of Operations (SoO) agreements with the Kuki National Organisation (KNO) and the United People’s Front (UPF), alleging repeated violations of the pact’s ground rules.

The demand was made through a joint resolution released in Imphal on Monday, along with a booklet titled ‘Kuki SoO Terror Trails – Evidential Files’. According to the groups, the publication brings together official records and documented allegations of violations, including arson, attacks on security installations, killings of security personnel, extortion and destruction of property.

The demand comes amid a security operation in Gampum village of Kangpokpi district on September 7. A joint team comprising personnel from the Manipur Police, CoBRA, CRPF, Mahila personnel and the Rapid Action Force (RAF) raided an unauthorised camp allegedly linked to the Kuki Liberation Army (KLA), which is a signatory to the SoO agreement.

Security forces arrested eight cadres during the operation and recovered seven automatic weapons. The camp was subsequently sealed, while the arrested persons and seized weapons were taken into custody for further legal action.

The booklet also reportedly documents cases involving the arrest of SoO militants by the National Investigation Agency (NIA) and Manipur Police.

The CSOs criticised the Centre and state government for extending the SoO agreements in September 2025. They pointed out that the decision came despite a March 2023 Manipur Cabinet resolution calling for withdrawal from agreements with the Kuki National Army (KNA) and Zomi Revolutionary Front (ZRF).

In their resolution, the organisations said lasting peace in Manipur would require stronger government action, accountability and restoration of the rule of law. They also called for the speedy prosecution of SoO cadres allegedly involved in criminal activities, arguing that continuation of the agreements under the present circumstances could not be justified.

Speaking to reporters, Naga People’s Union Imphal general secretary HB Kowarhing Anal said the booklet was intended to highlight alleged violations by armed groups and build pressure on the government to revoke the SoO agreements.

Core Committee on Relief and Rehabilitation convenor Yazing Vicisy Shimray and researcher Munindro Longjam were also present during the release of the booklet.
