The 2026 floods across Assamโs sub-basins have laid bare the growing convergence of climate volatility and ecological fragility. While some attribute the devastation solely to heavy rainfall, an increasing body of scientific evidence points to a more complex reality shaped by both climate change and human-induced environmental degradation. In a recent article in The Assam Tribune, Rubul Maut highlighted the findings of Bhupendra Nath Goswami, the internationally renowned climate scientist from Assam, whose research shows that although seasonal rainfall in India has remained largely unchanged, extreme rainfall events have become more frequent and intense, significantly increasing flood risks across South Asia.
He further warns that deforestation, hill cutting, coal mining and landslides, combined with a warming climate, are heightening Northeast Indiaโs vulnerability to flash floods, erosion and environmental degradation. It is now evident that what was once perceived as a distant climate threat has become a lived reality. Given Assamโs geologically young and fragile landscape, where recurring floods and riverbank erosion continue to impede sustainable development, the Post-Disaster Needs Assessment (PDNA) must move beyond merely recording losses and evolve into a strategic framework that links recovery with long-term resilience, climate adaptation and ecological restoration.
The Government of Assam has rolled out a digital, door-to-door Rapid Assessment Survey under the PDNA framework in August 2026, using a mobile application to capture geo-tagged evidence of damage to homes, assets and livelihoods. Conducted by district administrations with the support of teachers and local officials, the survey covers housing, cattle sheds, handlooms, livestock and other critical assets. Rehabilitation grants ranging from Rs 1.20 lakh for fully destroyed houses to targeted assistance for poultry and livestock are intended to accelerate recovery, with compensation slated for disbursement by October 2026 following re-verification.

Complementing this state-led effort, civil society organisations such as NEADS and NET. Foundation have undertaken multi-sectoral PDNAs in severely affected districts such as Sivasagar, Charaideo and Jorhat. These assessments cover shelter, water and sanitation, health, food security, agriculture, livelihoods, education, protection and community infrastructure. Together, the rapid official survey and the more comprehensive civil society assessments can provide a layered and nuanced understanding of needโone that is essential for prioritising interventions that are both immediate and sustainable.
An effective PDNA must place gender, ecological integrity and climate risk at its core because disasters do not affect everyone equally. In Assam, recurring floods and riverbank erosion disproportionately burden women, particularly when male migration leaves them as de facto heads of households, often constrained by care responsibilities, limited mobility and reduced access to resources. A meaningful PDNA must therefore collect sex-disaggregated data on asset loss, income disruption, health impacts and access to relief. Recovery packages, in turn, must reflect womenโs lived realities by ensuring safe and accessible shelter, livelihood options compatible with domestic responsibilities, and targeted assistance for female-headed households.
Ecologically, flood damage in Assam is not determined by the volume of water alone. It is shaped by a complex interplay of hydrological forces, duration of inundation, exposure, socio-economic vulnerability and the landscapeโs natural capacity to buffer shocks. Degraded wetlands, silted channels and disappearing floodplains have weakened the regionโs ability to absorb and withstand extreme events. A PDNA should therefore map and assess ecological assets such as wetlands, riparian vegetation and oxbow lakes, while examining how their degradation may have amplified the impacts of flooding. Only then can recovery investments restore natureโs defences alongside engineered infrastructure.
Climate change further intensifies the stakes. The Brahmaputra basin is experiencing shifts in rainfall patterns, increasing climatic variability and changing sediment dynamics, all of which can deepen flood risks and accelerate erosion. PDNA must therefore incorporate climate projections into reconstruction standards through higher plinth levels, climate-resilient materials, improved drainage and, where necessary, the avoidance of reconstruction in high-risk erosion zones. โNo-regretโ measures, such as raised community platforms, strengthened drainage systems and diversified livelihoods that are less dependent on flood-prone agriculture, should be prioritised because they can deliver benefits across a range of possible climate futures.
The true power of PDNA lies in its ability to inform not only recovery but also preparedness and long-term risk reduction. The Assam Integrated River Basin Management Programme (AIRBMP), supported by the World Bank, and the Climate Resilient Brahmaputra Integrated Flood and Riverbank Erosion Risk Management Project (CRBIFRERMP), supported by the Asian Development Bank, represent a shift towards a more climate-resilient approach. By combining riverbank protection, pro-siltation measures and nature-based solutions, including reed propagation and wetland restoration, with climate-resilient embankments and other structural interventions, these programmes seek to protect vulnerable stretches of riverbank while restoring ecological functions.

PDNA findings should directly inform such investments by identifying:
- High-risk villages where relocation, raised housing or elevated community shelter platforms may offer more sustainable solutions than repeated reconstruction.
- Critical infrastructureโschools, health centres and marketsโthat requires flood-proofing, elevation or strategic relocation.
- Livelihood clusters such as agriculture, weaving, livestock and fisheries that require climate-adaptive support, including flood-resilient breeds, elevated sheds, improved storage and alternative income opportunities.
- Gaps in early-warning dissemination, evacuation planning and last-mile communication, particularly for women, older persons and persons with disabilities.
Institutional readiness is equally vital. The 2026 digital PDNA represents a promising beginning, but such assessments should evolve into a regular pre-monsoon preparedness exercise, supported by updated household databases, pre-positioned relief stocks and clearly defined evacuation protocols. Enumerator training should incorporate gender-sensitive data collection, community engagement and ecological mapping. This would transform PDNA from a largely administrative exercise into a living instrument for equity, preparedness and sustainability.
Assamโs flood recovery and resilience efforts are increasingly supported by the Government of India and external agencies. To maximise the impact of these investments, PDNA findings should be used to translate identified needs into well-designed, technically sound and bankable projects. These may include climate-resilient housing, wetland restoration, resilient public infrastructure and livelihood diversification initiatives, while ensuring adherence to environmental and social safeguard requirements.
Clear governance arrangements are equally important. While the Flood and River Erosion Management Agency of Assam (FREMAA), under the Water Resources Department of Assam, plays a key role in implementing flood and erosion management projects, PDNA itself cuts across multiple departments, including Revenue and Disaster Management, Public Works, Health, Agriculture, Forest, Public Health Engineering, and Women and Child Development. A coordinated mechanismโperhaps a dedicated PDNA task force with representation from relevant line departments, civil society organisations and community groupsโcould ensure that assessment findings translate into coherent, time-bound action plans with clearly defined budgets, responsibilities and accountability.
At this critical juncture, PDNA must become a bridge to the future. The 2026 floods have exacted a heavy toll, with more than 100 lives lost and countless homes, livelihoods and assets damaged or destroyed. Yet this moment also presents an opportunity to rethink Assamโs approach to flood riskโfrom reactive relief to proactive resilience. A thoughtfully designed PDNA is not merely a post-disaster formality or an exercise in counting losses; it can become the foundation for a future in which communities are safer, ecosystems are restored and climate risks are anticipated rather than repeatedly endured.
For Assam, this means:
- Embedding gender, ecological and climate-risk perspectives into every PDNA cycle.
- Using PDNA data to prioritise nature-based solutions alongside climate-resilient infrastructure.
- Institutionalising digital, community-participatory assessments as a core component of disaster preparedness.
- Translating assessment findings into bankable recovery and resilience projects.
- Aligning recovery investments with long-term financing, institutional coordination and accountability frameworks.
In an era of climate uncertainty, Assamโs ecologically sensitive landscapes demand nothing less than a transformative approach to disaster risk management. PDNA can be the catalyst for that transformationโif it is designed not merely to count what has been lost, but to understand why it was lost, what can be restored, and how future losses can be prevented. The ultimate measure of recovery, after all, should not be how quickly we rebuild what the flood destroyed, but how wisely we build what comes next.
Returning to Dr. Goswamiโs central message, Assamโs unique geography and climate require dedicated scientific research. He therefore advocates region-specific scientific solutions, including the establishment of a dedicated climate research institute in Assam to improve flood forecasting, support sustainable development and strengthen evidence-based policymaking. Investing in long-term climate research could yield more effective and sustainable outcomes. Assam, therefore, must adopt a science-based strategy for climate resilience and invest in research and evidence-based policymaking to secure a sustainable future.
